Is it on the 34 intake manifold? Does that manifold have a hole in it on the carb mounting face? That hole is for manifold heat when using a stromberg. 94s won't work with that hole there.

I refurbed a stock exhaust manifold with new studs and replaced a cracked one on my 33 coupe. I cut down some head studs and recut the threads. Came out well.

Do they NEED turning? When brake drums are not easily replaceable turning should only be done as a last resort. I'm not a betting man but would wonder if Ford applied a max oversize when those brakes...
