All devices, whether adaptor, drum, or wheels should be balanced separately before tires are installed. Add or remove metal to balance permanently, and of course including all lugs nuts.
If not so balanced, at least mark the heavy side, to which the light side of the installed tire may be turned once initial balancing is performed.
