Marko's idea is a good one as you may have a wire or something interfering with the full actuation of the pedal/firewall spring.

Floorboard is easily removed., Just slide the front seat all the way back and remove your floor mat if you have one. Then unscrew
the slotted screws and washers that secure the wooden floor board...

It's easy to check the floorboard bottom cushions that help keep air from entering.

If you have access to a lift, just raise the car up and look at the bottom of the floor board where the pedals...

Mickd: That's good news. Please keep a record of the gas tank readings at FULL, 3/4, 1/2
1/4 and 1/8 so that we can get an idea of the accuracy and how much gas is actually in the tank at those...

On my 40 I get a reading of about 6.3 V coming from the gauge wire that runs from the gauge to the gas fuel tank sending unit.
Carefully check your wiring with this 40 Ford wiring diagram....
