Default Whet do you do here?

First off, I can't show a picture, I can't get a pic to load. This deals with the last/rear cross piece of wood that fits on the sub rails of my 30, Town Sedan. There are two short (about 3") steel channel/clamps pieces at both sides with four bolts each. My problem is that the channels/clamps won't go over the new wood. I've got to grind about 1/8 of an inch off the wood for the channels to fit.
1) Is it best to take it off the top or bottom of the wooden cross piece?
2) What do these channels/clamps do? I can't see how they serve any purpose. I'm sure that's not the case, but what do they do?
