I have a choice 31 Eaton radiator cap, but it is unusable because the inside steel portion rotates within the stainless shell. Does anyone know of a reliable way to fix this?

I also recommend that you add corrosion prevention to the cap.

The corrosion protection is a good idea. I use POR on my gas caps and the coating lasts a few years before it begins to peel. At least whatever peels off is likely caught in the spark arrestor so no contamination of the fuel.
