Default 32 roadster windshield seal

Simple question. Does the rubber seal at the bottom of the windshield frame lay against the outside of the ridge on the cowl or up against the inside ledge? Pictures I have seen are not clear. Inside looks better, outside allows opening windshield.

Outside of the ridge as the windshield was designed to open. Further, if the rubber weatherstrip were located inside of the ridge it would be useless in preventing water intrusion while driving in the rain.
