I was also going to use pop rivets instead of the solid rivets in the kit, but there is not enough room to place one rivet because the gear is angled to the main frame and too close. The only option...

A correct kit would have/should have retained the manual 6:1 or so ratio. Best to modify what you have, or fabricate up a new bracket that allows correct ratio and master cylinder placement.

Normal manual pedal ratios are in the 6-7:1 range, while power assist ratios are 3-4:1. You are working with the wrong ratio, so first, correct the ratio before any other alterations, by shortening...

Your pictured residual check valve is only found in single circuit masters, internally at the bore's end. Dual master residual valves are much smaller and located as you stated behind the tube seats.

Your pictures don't show the master cylinder push rod connection to the pedal, but pre-'39 pedals "pulled" cables from the top of the lower pedal, while later hydraulic pedals "pushed" the master...

It really isn't a good idea to pinch shut brake hoses, as unseen damage can occur. The proper way is to plug the line or port with steel/brass fittings.
