Default '35 pickup splash pans install help please

I'm trying to get my fenders and grille shell installed for the last time (I hope).

Do splash pans go under the grille shell or over the grille shell?

I believe that the lower grille splash pan goes behind the grille shell. So, it would be fender, grille, splash pan.

Here's a picture of what I am talking about. (this is a 1936 pickup pan, be the 1935 is similar)

There is also an under grille splash pan that attaches to the front frame crossbar and front of grille (the second photo)
