Quick Model A horn question

1931 Pickup, I just need a sanity check on my horn. If I hook up a test light to the two horn wires (disconnected from the horn), I get a completed circuit. This is only supposed to be a completed circuit when the horn button is pressed correct? The horn button goes up and down so not jammed. the only thing I replaced is the switch body. I guess the next step is to separate the switch body to see if the wire is grounded in the harness somewhere?
