Default Cabriolet Top Side window flap

I'm in the process of replacing the top on my 29 Cabriolet and was wondering if the side window flap goes over the glass when the glass is raised. It looks like in all the photos I've seen online the flap is behind the glass which to me defeats the purpose of the flap sealing the glass. I know the flap fastens to the folding arm but I think it could still flip over the window frame to give a good seal. The top is a late 68A.

The flap should fit over the glass to provide a weather seal. The trim shop that did my 68B did not stretch the fabric far enough and it leaks.
