Pretty sure this isn't Model A...
...but does anyone know what it is or how it works? I got it a flea market today just because it looked neat.

That's a beautiful tool and I would have also bought it just for that reason. No clue to it's use though.

I think Ron and Tom may be correct. It does look like it could set some very small teeth.

That is a tool for setting the teeth in handsaws and saw blades. I have one.
