Default Trouble shooting Borg Warner O/D

Just finished a search of past threads.

I am trying to help a fellow who bought a '31 Coupe from the estate of an enthusiast who had passed away. The car has a B/W O/D and the new owner asked me to check out the car. I took care of a few minor items and then came time to check out the O/D. First thing I noticed was that the lead from the frame-mounted relay (NAPA ST86 6V continuous duty) to the O/D solenoid was disconnected. I also found that the fuse had been removed from the power lead. I reconnected relay, inserted fuse and went for a drive. Shifts fine from direct drive to freewheel no problem. When I try to engage O/D with push button on steering column, light comes on, but nothing happens. I replaced frame mounted relay. Now when I push the button the relay "chatters" but does not engage. Is the solenoid on the O/D suspect? I suspect something wasn't right, or the ,previous owner would not have disconnected the O/D and removed the fuse.

BTW, this installation has a leaf switch on the clutch pedal, I assume to disengage O/D. Any guidance would be greatly appreciated!
