That thars one of them fence electrcatificators. Hang it by the hooks on the wire. Think the cow needs to make the contact between the ground wire and the hot one.
Old story... electric fences were originally used instead of barbed wire so the cow hides didnt get scratched and scarred ruining their value... ws
