Question 1937 Ford gas tank

I am wondering why my 1937 ford gas tank had a heavy coiled spring with a cotter keyed bolt on one end of the tank. This bolt is used to secure the tank to the frame. Can anyone explain why or what purpose does the heavy duty spring & bolt have?

The bolt/spring combo lets the frame flex a little without stressing the tank.

Mine didn't have the cotter pin, it was safety-wired
