If the starter is indeed loose with all three mounting bolts removed, then it is probably hung up on the bendix drive.
The bendix is quite large and mounted AFTER the much smaller pinion drive gear. It will hang up on the flexplate. You have to tilt the starter around to remove it. Ford called it the 'Folo-Thru'. |
