Too much damage get another sender. The cups create the pressure necessary to move the column of red fluid in the dash gauge. Have you been using an extend fuel additive? Just wondering.

The car sat idle for a number of years when I purchased it, that was the condition of the sender when I removed it to clean the tank, At one time I had the gauge working it would only read 3/4 when full but empty was empty and I could live with that. In the last 2 years or so it started pushing the red fluid out of the dash unit so I removed the sender again and that is where I am at right now.

Determine where the red fluid is going. If out of the top of the gauge the gas tank vent is blocked if back into the line feeding pressure to the gauge then your gauge may be missing a rod which calibrates how much fluid is in the red fluid tank.
