The pin is apparently stuck. Perhaps get a locking plier on one end and twist the pin a little to free it up.
Be aware that any wear in the pin and / or the respective clevis will have an exponential effect upon the brake pedal travel.
New pins are available. That clevis? Weld up the hole and drill to .312".
