Can the rear brake shoes be replaced without completely removing the emergency brake band, plate and toggle lever and the retracting spring ?

Yes, but the springs will be difficult to reach.

IMO it’s not worth the hassle, I removed the shoes with the parking brakes on, when going back together I gave up and remove the parking brakes
