I have some gutters that weren't properly hung and they are a nuisance. I've been up on ladders a lot through the years and it hurts so much that I'm not allowed to get up there and set things right! (I'm in the mid '70s.)

In addition to inspecting things like rivet joints, also made sure the ladder's structural members aren't bent or dented as that can cause a stress concentration potentially resulting in the ladder unexpectedly "folding" at that location.

Huh? Aluminum ladders are still manufactured and sold. Even in California.

Aluminum ladders shouldn't be used around electrical lines or equipment, and there are regulations against their use in the workplace around such applications. No outright "outlawing" of aluminum ladders, though.
