Steve, That flap is a part of the upholstery for the front seat. It covers the hinges. In the photo I raised it up so you could see the hinge. The first photo has it covering the hinges after final installation. The Velcro idea was not used by Henry Ford. I just did to make it easy to unattach the flap from the package tray for easy removal of the front seat, if needed.
