Photos can be somewhat deceiving but it looks like the 37 seat adjuster handle. Typically the 37 handle loop itself is vertical with the small open part of the loop upward. The loop and shaft are typically more upright at about 45 degrees. The 37 restoration book has a photo on page 3-6 plus there are two variations of the handle for 37 one is just the handle and the second has a small bracket attached to the handle that would mount under the seat upholstery.
