Default Chassis number experts please .not the location, i know that.

Here,s one for the experts. Looking at what appears to be a 1931 model A Tudor that is for sale locally here in The Netherlands. Pretty neat restoration on a solid car that was done in the U.S.A. Has the 31 gastank and gauge panel and the 31 grille shell but no 1931 dimple in the firewall for the fuel filter. Has a VIN issued by California DMV but it,s titled as a 1930. ( could the tank and grille have been swapped ) ??
So i know a lot can happen to a 86 year old car but if someone does a good body off restoration would,nt they come across the original chassis number and use that instead of a DMV number ? Why have your Model A look like a 1931 car and title it as 1930 ? Thoughts please. Good or bad, Don,t be shy.
