What I did on the two chassis I put frame welding on was lay the splash aprons on the frame to see where the holes should be and how large the holes should be. I used iron pipe to punch the holes after marking the holes with a magic marker. I used short 2x4's or 2x6's stood on end as the backing for the pipe punch. I sharpened the ends of the pipe on a bench grinder and made 3 sizes for the various holes. I should note, my cars were 28's and 29's, so I can't help much on your 30 pickup as far as holes used.
