Larry, I think it means two fixtures, each with two bulbs. They appear to be identical to the fixtures I bought in-store a few months ago. I believe the price was around $45 each, so the $80 regular price for a two-pack sounds about right.

I also have a couple of the Home Depot LED shop lights. No complaints about any of them so far.
