Default carburetor leaks help

We took three different carburetors off the shelf that had been "rebuilt". All three flooded over when we turn the fuel valve on. Checked the floats, there ok. Main jet and cap jet at narrow part of venture. What else do I check for? Thanks

Maybe need to adjust the float level by placing spacer washer(s) under the float valve.

Are the float valves rubber or brass?

Either one, you may want to burnish or lap the needle against the seat.

Does the seat have a gasket and is the seat tight?

Float level should be 5/8" down from top of float bowl.

They all are zenith, the needle/seat are Viton tip. I did add a spacer washer under the float valve for adj.

With the top of the carb upside down I set the float at 1/2" from carb surface to top of float seam ( that's the top when carb is in correct upright position)

I've had zero problems in over 10 years of using my original steel and brass needle and seat, after I polished them with toothpaste. After polishing them, I gave the needle a very light tap with a small hammer to help it seat with a good seal.
