Default Finding rims that are round and true 19"

Been spinning my rims without tires trying to find 4 that are true..Question whats most important the inner seat of rim where tire rests, that is about 1" in from the rim lip towards the center ..the lip are not true at all but inner seat looks to be about 1/16" to 1/8 out of round..sc ..

The inner seat is what locates the tire, and your's sound good there.

I cut a notch in a steel bar to straighten the outer lip.

My advice is to 'straighten them'. The "X" spokes are what controls the out of round issue.

Check out service bulletins on mounting tires, the area where tire meets rim is not that big a deal. I roll my wheels on smooth concrete if they wobble I use an adjustable wrench to straighten the lip.
