Premiums are based on your stated, or appraised value. I insured my unrestored town sedan for what it cost me to buy it. After I restore it I will insure it for more, obviously, and my premium will reflect that.
A word of caution. A very good friend lost 7 of his antique cars in a garge fire the winter before last. They were totally scrap metal when the building and everything burned totally. The insurance company paid him the values he had set on them. BUT he realized when he went to replace them with "like" cars (2 Model As and 1 Model T, etc) that he hadn't kept up with car values. It cost him more to replace them than what he had them insured for. Remember hope the best and insure for the worst.
