The tips of the push rod might be hardened, especially the end that rides on the cam.
Get the correct rod , if possible.

Here's an idea: Make an adjustable push rod.

100% correct in the hardened tip advice. The early engines used the rod that was 1" shorter than the later rods. They are readily available from Carpenter, etc.
