You are attempting to do this correctly. Occasionally, moving it a bit clockwise, then counterclockwise helps.
Be careful pressing down. I'd suggest applying pressure very near the hub.
If I were to offer a guess, I'd suggest the foam rubber insulating ring directly below the hub is pretty much "melted" and acting as if it were glued to the hub.
