Remove existing rivets (the tail ends will fall into the pan and probably not be a problem)
Install 3/16" Riv-nuts and fabricate a suitable gasket.

First you might try cleaning around it real good. (brake cleaner, carb cleaner). Then caulk the edges neatly with JB weld. Should do it.
