Many MVD will not consider a title from a "mill" that makes them up. Getting a new title from the MVD is usually a very complicated process. We have a strict rule that we don't consider buying any vehicle without a "real" title. It opens the possibility that someone could show up and make a claim of ownership and take the vehicle. I have seen it happen. A "bonded" title is available in some states as protection. If someone makes a valid claim, they can only get the bond, not the vehicle.
