First, check the fan for excessive play (internal bearing surface wear). Parts are available for the old oil filled fans. If that has no effect, convert it to a crab cap set up. It is not a difficult conversion since all that is really needed are the clips that hold the cap, the cap itself, and a set of ignition leads appropriate to the crab type set up.
