OK, now it seems to make sense.. Like Tom mentioned, it looks as though there are 2 choke drivers.. Remove the whole sleeve assembly.. One the end of the choke rod you will see a notch and on the end of the carburetor needle you will see a similar notch.. The spring then holds down pressure on the sleeve which slides over both choke rod and adjustment needle once the notches and lugs are connected..
