If the choke has no affect, then I would suggest the driveability is most likely fuel related. How much vacuum is there at idle? A vacuum gauge is your best friend when troubleshooting.

The wires for the tail/brake lights are: Tail wire is Black, the Brake wire is Green.
The light bulb has offset pins that match the socket, so the bulb can only go in one way.
