The wavy washer goes where? Between the bolt head and the hinge? Or
the hood and the hinge?

In '39 and '40 the washer was between the hood and the arm.
Not certain why it might be placed beneath the head of the bolt as I can't envision what use it would be there.

Follow Kube's suggestion as the wave washer helps prevent wear and wobble.
