Pop out ignition

Should the key be able to be removed in both positions?

The key can be removed from an Electrolock Popout Switch with the button in or out, so the key can be removed while driving. Also note that when the button is in to turn the ignition OFF, the switch grounds the ignition system to prevent stealing the car.

If you mean popped out or pushed in yes.
If you mean turned, no
