Default ‘46 Merc running boards

I’m restoring a pretty nice original ‘46 Mercury and I’m wondering what the finish was on the metal underside of the running boards. My car has steel boards, not aluminum.

It looks like they were some sort of gray primer. But I can’t say with 100% confidence because of dirt and some surface rust. Does anybody know? I assume that Fords were exactly the same.

i painted multiple coats of paint and then undercoated, but mine wasn't factory correct. just wanted them to last.
