Default Cork seal in Block

I am installing a new cork gasket in the rear block. After installing seems that the crank will not go all the way down.Am I missing something here? I am thinking I need to bolt the cap down and tighten.

Are you trying to put a piece of cork in the oil slinger grooves? I can't think of any cork that goes in the block. There is a strip of cork that goes in the under side of the rear bearing cap for the sump to seal against but not in the block.
I'm puzzled.
Before others say it, I will. A picture would help.
