Default 59A carbon fouled plugs

Someone on here had a similar problem awhile back,never did see remedy.
46 Ford 59A completely rebuilt stock flathead. Carb and fuel pump rebuild by Charlie in NY, dist rebuilt by Bubbas. This car starts on a dime but idles rough. Drives with a miss ,low power but no back firing. Plugs sooty black carbon after short run,EVERY PLUG. If power valve was bad would this cause this? Condenser bad? like I said ,starts perfect everytime but just idles rough. Cant determine if its fuel or electrical. Too much fuel or weak spark. Spark at wires is snappy and blue and will knock you for a loop. Battery measures 6.4V. Went through 2 power valves already, chsnces of a 3rd seems low. Can power valve give you problems during driving? Thought this was for idling. Any tips appreciated,thanks

Try turnin g the needle valves all the way closed while idling. If it still runs, the power valve may not be sealing. Maybe a bad gasket surface. It should be held closed by vacuum at idle and low speeds. One more thing: the vacuum passage to the power valve could be plugged.
