Mid June 1928 Engine Turns but won't start

For sale: 1928 Engine. #186342 According to the A Judging standards, the engine is from Mid June 1928. I do not know the history of it. I have tried to start it without success. It turns but will not start. I can see the pistons go up and down but no compression in 2 cylinders.
