Put the wheel and tire back on with lug nuts so that you have more leverage to wiggle the brake drum/hub free. With the outer nut removed, spin the wheel as fast as you can and have someone hit the brake pedal. That might jar the drum loose.
If you backed off the adjusting wedge and the front drum still won't come off, try prying the large retainer washer and outer bearing out of the hub. The bearing may be galled to the spindle for some reason. It doesn't "thread" on, like a Model T. It should just slide off once the outer keyed washer is removed. If you get the washer and outer bearing out and the drum STILL won't come off, that can only mean that one (or both) brake shoe is still too tight or somehow hanging up against the drum.

If your drum moves out a little ways and then stops you may have a ridge of heavy crud built up on the outside edge of the drum that the shoe is hitting. If so take a torch and run the flame around and around and around the outside edge of the drum to soften the ridge enough to pull the brake drum through it. It may take a while.

There is a very slight change the inner bearing race spun and welded itself to the spindle.

Does the drum rotate after unadjusting the brakes? If not your shoes are rusted to the drums..
