Default 40/41 Pickup Question

This may be a stupid question. The side of the cowl has a curved indented area with a row of holes with captured nuts along it (see photo). You'd think the fender mounts here, but it doesn't seem to. Only the bottom hole is used to hold the bottom of the fender. The fender support bolts between the fender and the frame. What are the others holes for? The photo shows the left front fender and the two holes in question.

Thanks, I was thinking that they might have gone with some other body style. Did they just leave the holes open to let in the rain and mud? Or were the plugged with something? All the ones I've seen are open.
