Default 1954 Mercury Bumper Jack Question

I have a nice restored 54 Mercury with original bumper jack. I have a question about it's use on the FRONT bumper of the Mercury. Here are some pictures of my question. Should the bumper jack "hook" be placed on the LOWER front bumper bar or the UPPER front bumper bar????
I tried to get it on the lower bar , but the hook is not long enough to reach under it and still keep the jack shaft straight up and down like it should be.
Any ideas from Merc owners??? Thanks!

Not at all familiar with '54 Merc's but, look at the back surface of the bumper on each side where the support brackets from the frame bolt to the bumper, there may(?) be extra reinforcement bars at the jack lift points, like some 50's Fords had.
If the jack hook doesn't fit the bumper it may not be original to the car.

However... I'd be much more inclined to keep the oem jack in the trunk just for 'show' and carry a decent sized scissor jack for actual use, for your personal safety if nothing else.
