Looks like a rear view mirror bracket but I am not familiar with the missing piece that mounts to the car. When you tighten the two bolts will it grip a round ball that would allow it to swivel?

It seems to be the same as the mirror bracket, on my 1934 Phaeton. Perhaps Ford used these on different models, for several years.
