Default Turn signal flasher

A friend installed LED turn signal flashers on his Model A. It is 12 Volts.
He is using a 3 terminal flasher, thermal type. The turn signals work A-OK.

The problem is, we have have a 200 ohm path to ground on the turn signal power lead. What we found was 200 ohms across the X (power in) and P (pilot) terminals on the flasher.

Has anyone come across this problem with a thermal type flasher?
