I realize this is an old thread but, I am confused. I am eliminating the mechanical pump on a 24 stud motor. So, far I have seen leave the push rod in, leave it in but, cut it off so it does not contact the cam, remove it and plug the hole. This is different for different years.
Can any one clarify?

24 stud motor means what? 59A or 8BA?

The Carter frame mount one works well. Very heavy duty, but noisy at idle. Napa sells them B-0222-E

Not sure I understand the question, you listed the options, pick one. There are different bushings between 59a and 8ba, but the same approaches work with both. The 59a can just be left open, but I plug it. The 8ba has a small hole that connects directly to the main oil line, so better plugged. Both series of engines will run fine with nothing done, so up to you. Doesn't get much easier than just leaving the pushrod in. I like to install a press fit plug in any of the years, but that is just me.

I see no reason to just let it be than going through all that. My duel action pump took
a dump few years ago - this pump is 5 times more money than the common 8BA pump
if you can find one. I have no clue if the block has the oil hole or not. So the pump
stays as well as the push rod. Electric 6 volt Napa pump. The bad pump makes no
noise its just there. beside that its a super pain to get to this pump cause this is a 337,
with a 1/2 hr just to get the air cleaner off standing on a step ladder. Or many simply
just put a mini hose clamp on the rod to raise it but the rod only travels up & down just
a little bit.....

im putting a electric fuel pump on my 41 sedan with a 302. Where is the best place to mount it. Using a Carter model P4o70

It is always best to mount an electric fuel pump as close to the fuel tank as possible and as low as possible. Electric fuel pumps are much better at pushing fuel than they are at pulling fuel. The engine evolved is not a factor in the placement of the fuel pump. Another consideration is keeping it away from heat sources. It is best not to locate it close to an exhaust pipe. And you don't want to route the fuel line where it gets radiant heat off of the exhaust. Electric pumps can be noisy, so might consider some type rubber cushions on the mount.
