Under the running board mat

My '31 Tudor is basically a rust free survivor car but was used as a tourer in recent decades. I view it as a nice fair weather driver, but not trying to win any shows with it though.

The running board rubber mat appears to be basically held down by the shoe mud scraping plate on top of the running board.

So, I look under the rubber mat and there is sand, dirt and surface rust on the running board.

I would like to clean it up and give it a rust coating of some sort. My inclination is to remove the rubber mat, vacuum the running board good, and then hit it with my power drill wire brush tool.

Then coat it with black Rustoleum or similar, before re-installing the rubber mat.

Anyone have a better approach maybe?

Also, is it desirable to use some sort of adhesive to hold the mat down when re-installing?

The covering should be glued down securely. I would paint my metal first but don't know if others would. You could also clean the metal and use a rust converter. Whatever you do the new material has to bond securely to keep out water and dirt..

Originally it was vulcanised to the metal, formed over the edges all in one molded piece

After wire wheeling I would hit with OSPRO or similar to kill the rust before painting.

Contact cement should work fine covering the entire area so no chance of water migrating in someplace.

Use contact cement when done painting but make sure you’ve got it squared up perfectly contact cement doesn’t give you a second chance.
