Default vibration

vibration when car is running in neutral
gets worse when you rev it up like a pressure plate or fly wheel issue
HOW DO I RULE OUT FLAT CAM SHAFT LOBES ?

The most overlooked vibration issue is the harmonic balancer.

We can guess at what engine you've got, but knowing the engine and transmission will help you get responses. And improve the likelihood of which ones are most likely.

If this is something you just bought, and it has the small block V8, could be somebody put an inline 240 or 300 flywheel on it.

Then it has a damper, not a harmonic balancer. The damper can be problematic if the rubber has begun to deteriorate but usually they begin to make noise as the outer ring loosens and slips. If that's the case they are rebuildable. Damper Doctor and the Damper Dudes are the usual suspects for rebuilds.

I would check to see if each spark plug is firing using an inductive timing light first before condemning crankshaft damper. It is fast and easy to rule out misfiring or dead cylinders.

Quick way to determine if balancer is good is to check static timing outer ring position with a piston stop.

Could be a loose or bent fan blade. Remove the fan belt and run it for a quick 30 seconds.

If one side motor mount is broken, the engine will list toward that side.
The front engine steady rest is likely inconsequential since many people are leaving them off altogether (but I do not recommend that).
The condition of motor mounts is unrelated to how the engine runs.

Use an inductive timing light.
Connect battery leads (red to positive, black to negative).
Wrap the inductive clamp around spark plug #1 cable as near to spark plug boot as possible.
start engine and run at idle. Pull the trigger on the timing light. If light flashes, it means plug is firing.
Keep engine running and pull inductive clamp off #1 spark plug and clamp it around next plug cable. Keep repeating procedure for all eight plugs.
If the timing light does not flash for one of the cylinders, record which one(s) on a notepad.
Watch timing light (with trigger pulled) to see if light flashes are evenly spaced. If any have intermittent lapses, record it on the notepad.
When finished, pull the cables off the plugs where there were no light flashes and test them against the engine block to see if spark appears between end of cable and block. (use an appropriately sized spring placed into the spark plug boot to protrude from the end of the rubber to do this test).
If the cable produces a spark, plug may be bad or fouled. Remove and replace spark plug.

put timing light on 8 wires all good
took fan belt off no change
engine and trans mounts seem nice and rubbery with crowbar
exhaust is not touching any where
damper seems nice but timing marks line up at 20-25 btdc is wr car runs best with its 59 distributor with mechanical advance (vacuum plugged)
one thing i did notice is in intake manifold inside one of overies a piece of metal is hanging down the size of a potato chip

Then you need to determine static timing.

...overies ... ?

Can you pull it out?

... hmm ...

Did you say replaced timing chain?

A vacuum gauge would cut down on the diagnostics quickly.
