Default Will My Innertubes Be Damaged?

Had a set of wheels sand blasted. This revealed just how rough the insides that were covered by tires had become. I sanded the sharpest of the pits to reduce the apparent abrasiveness and sprayed a heavy coat of primer. The worst wheel got a skim coat of filler. The pits seem rather shallow, not to affect the strength, but are quite rough. I got rubber liners but they are a bit too narrow to completely protect the tubes. How severely is my safety affected? I have used silicone rubber in a caulking tube and a brush on a similar wheel. It turned into a soft smooth rubber coating that worked great. It must go on a clean solid base.

I would think that a fella could use the brush-on bed liner on the inside of the wheel to produce a smooth surface. Depending on the thickness of the liner material, you would probably be wise to have the wheels balanced after the application.
