7 to 1 So if you stick this head on a bone stock 40hp engine, how much of a boost in hp would you get?

Boosting power and efficiency is a sum of all parts, the head alone will help but to gain maximum return matching carburetor flow rate to engine flow rate, increasing cam lift and duration, providing engine rpm controlled timing and increasing exhaust flow along with the compression increase from the head yields results..and yes,RED is a proven secret of speed,it goes faster, runs cooler and gets more chicks..

I thought it was 10 MPH!!

Just an observation, all the heads raising compression will give some increase in power. There are many factors to consider, carby, manifold etc. The stock carb is like drinking a milkshake thru a small straw, you get the idea.

But, like anything, the results will be only as good as the work put into it.
By this I mean tuning, optimized timing, fuel curve close and of course the motor must be in good repair BEFORE you start.

Adding compression and a bigger carb are the quickest and easiest ways to more power. Hard to beat a Winfield, unless it is a BRIERLEY head. I'd post a pic but posting here is too complicated for my old brain. Facebook is much easier. A Stromberg 81 is much better than a stock carb, a 97 is even better.

There are benefits of raising efficiency of your 200 cubic inch L head engine..Your engine will run cooler, fuel economy will increase and the power is pleasant. Bear in mind,as John said, you cant build a house with a poor foundation and expect it to last..
